Why do drivers do this?

I notice it also when I am driving down this road, and when cycling, that often cars coming in the opposite direction cross over the centre line into the lane for oncoming traffic.  I wonder if they are travelling “too fast” to stick to their lane, whether they are just not paying attention, or whether they intend to intimidate vehicles coming in the opposite direction?  Or does it have something to do with the potholes in the road?
